Heroic styles of Beowulf and Sir Gawain Essay

Throughout history, different cultures have held different virtues in the highest regard. The Anglo-Saxons, like the anonymous scop of the poem Beowulf, valued strength and courage over any other quality. On the other hand, the earliest English people, like the poet of Sir Gawain and the Green Knight, respected honor and the basic codes of chivalry over all else. Both Beowulf and Sir Gawain, therefore, display the most favored qualities of their people: Beowulf by defeating monsters, performing great feats of courage, and telling of his deeds; Gawain by being loyal, brave, and honest. Both sets of qualities are displayed throughout each tale. In Beowulf, written in about the fourth century AD, the hero’s first major test is to fight a huge monster. In doing so, he proves his physical abilities, and thus establishes his hero/ leader status. To be the best, you have to be the strongest, and he says â€Å"Fate saves/ the living when they drive away death by themselves!† (572-73), showing how much Beowulf relies on his physical strength. On the other hand, Gawain’s first test is not physical, but psychological. He is forced to prove his loyalty to Arthur, by offering his life to the Green Knight. He does not claim to be the best, or the strongest, and in fact claims: â€Å"I am the weakest, I am aware† (part 16). Gawain is displaying his modesty, and the medieval belief that a person should be humble about himself. This displays the immediate difference between the two cultures. For the Anglo-Saxons, if you wanted people to know you’re a hero, you tell them you’re a hero. For Gawain, and the Knights of the Round Table, they must act humbler, in order to appeal to their Christian beliefs. However, both societies do require their heroes to display some similar traits, the most common being courage. Gawain must show how brave he is by making a long and difficult journey to fulfill his oath, and die at the hands of the Green Knight. Beowulf must show his courage by fighting off large monsters, even to the last day of his life. â€Å"Why should I be dismayed? /Of doom the fair or drear/ by a man must be assayed† (24) shows how Gawain believes a hero should conduct himself, with dignity and honor. He does not believe that journeying to his death will be such a bad thing, since it will allow him to keep his honor intact. This sounds very similar to â€Å"Let me live  in greatness/ and courage, or here in this hall welcome my death,† Beowulf’s concept of bravery. Beowulf believes that either he is going to win, and kill Grendel, or Grendel will win and kill him. Either way, it is up to wyrd, his Fate. The resemblance continues with the theme of generos ity. Both try their very hardest to not simply keep all their earned wealth (or lack thereof) to themselves. Beowulf, upon receiving heaping treasures from Hrothgar, promptly dispenses it among his men. He even â€Å"rewarded the boat’s watchman/ who had stayed behind, with a sword that had hammered/ gold wound on its handle,† (1901-03) showing how he treats all his men as equals. The watchman’s job, to him, was just as important as all the other warriors that actually traveled with him. Similarly, Sir Gawain tells the lord of the house that he appreciated the hospitality of the host by remarking â€Å"I would give you some guerdon gladly, were I able† (82) immediately before departing. He says this to show the host his graciousness, but also displays his generosity, displaying the similarities between the two cultures. Finally, each has an opposite view of their importance in society. Beowulf believes that the best thing someone can do is become the most famous, and to have your name live on forever. â€Å"Fame after death/ is the noblest of goals† (lines 1388-89). For him to die in battle is the single most important thing he can do, to ensure he lives on in legend. On the other hand, Gawain thinks that he must do his part, and better the whole of Camelot. â€Å"Since this affair is so foolish that it nowise befits you,† (part 16) says that Gawain is willing to sacrifice his own life to save his king. He thinks he is the least of the Knights, and the most nonessential of them, and therefore the best candidate. Furthermore, â€Å"I would fainer fall dead than fail in my errand† (42) shows his dedication to the task he set out for. The two characters are in stark contrast between their concepts of self-worth. As you can see, the Anglo-Saxon and early English people held widely varying notions of what a hero/ leader figure should be. For the anonymous scop that wrote Beowulf, battle, glory, and fame were paramount; to the unknown singer of Sir Gawain, honor, honesty, and loyalty to one’s country had top priority.

I didn’t have to, but I did. It was an order, what other choice did I have? I was merely a low level officer; the power was in Hiroto’s hands. She broke the camp rules, outside dealings, but did she? It was medicine to save innocent women, innocent women who have been caught up in a war for power, which has resulted in the women becoming the powerless, and me the powerful. Each day I have to dig deep, keep on digging I tell myself, for reasons to be here; pride, family honour, dignity for my people, remember what father said; Japanese are the ones who made the Europeans rich, yet for hundreds of years the Europeans looked down upon us, now it’s Japan’s turn, still, my moral conscience has clouded my mind to the atrocities that I have seen, a short time ago I was a teacher of a class with half Japanese and half European, and they couldn’t see any differences, they looked to the inside, why can’t these officers look to the inside, morality in c hildren is a quality that is needed now, yet I see the children in the camp being bashed by that brute Tomiashi, I want to help, but Japan is now powerful, Japan must prevail. I passed the fuel to Tanaka, my hand trembling, I wanted to latch onto the bottle, throw it away, throw all this away, is this how far we have come, is the power really worth this? By Fergus Neal Statement of Intention Upon taking a wider viewing of the film and seeing the obvious conflicts at play, I forced myself to look deeper and see the not so obvious conflicts that are omnipresent in the bystander characters. I chose to write a creative piece from the perspective of one of the guards who only features shortly in the film, has no name, but can be noted for saying a small but intriguing â€Å"sorry† to Daisy when she attempts to give Susan water, as if the emotion is starting to come to effect within him, and in citing this I chose to write a creative piece on his perspective and the inner conflict as well as conflict with the whole situation that he has faced that has culminated in him showing humility and apologizing to Daisy for not being able to allow water to be given to the tortured Susan. I chose to write in a formal way, but with a creative sense of writing present throughout which allowed me to delve deeper and actually place myself in this man’s shoes. My piece is for the audience of my teacher and fellow class mates as they should be able to comprehend the ideas that I am trying to convey through having seen, and understood the key aspects of the film. The purpose of this creative piece is to demonstrate how conflict occurs between the powerful and powerless,  but also how those in power may experience their own internal conflict in looking deeper into power and how it can cause a sense of inner conflict in relation to that person’s values.

Management of Organisation Essay

Change management may be defined as the planning, initiation, realization, control and the stabilization of change processes both at the corporate and personal level. Change usually may occur at the strategic level of the organization or involve the personal development of the personnel. Change is a powerful force which is often resisted by most individuals whether it occurs at the corporate or personal level. Despite the resistance, change is a good thing. In fact it is a . livelihood of business in any organization. This is so because any possible failure to see and adjust to change may lead to a spiral downward fall that may lead to reduced efficiency, productivity, band productivity. Therefore the effects of change on personalities need to be resolved effectively but the change process must go on. At no point should the change process should be stopped because of its effects on the human component of the organization (Burke, 2002: pp. 55-7). Change may be described by a number of adjectives such as confusing, fulfilling, challenging, liberating, disorienting, empowering frustrating etc depending on the magnitude of the impact it has on an individual. Employees will always view change negatively. They have a negative perception and attitude towards change. The negative attitude of employees toward change is as a result of their fear of losing their jobs, positions, statuses social security and fear of the resulting higher workload. The employees may or may not be justified to view change that way but generally, the effects of change on employees are negative but the interests of the organization should always remain higher than those of personalities. Even those who survive retrenchment that comes with change will still view change negatively because of two reasons. First, they feel guilty because retaining their jobs makes others jobless and second, the high workload that is likely to come with the change. The remnants can only be willing to the resulting workload if they are given a pay rise. These emotions that result from change may put considerable stress on the changing organization. The stress though is short-lived and after some time the employees tend to forget and move on (Kaufman,1995: p. 12). Based on the employees general view of change, implementation of change in an organization, division, department, project etc may not be easy but the management need to be strong to see the organization through the change process. There will always be casualties of change. Change should start with the managers. It is often said that leadership is a message. Whatever the manager says or doesn’t say is a message. Therefore the message needs to be clear, consistent and repetitive. This is so because it takes time for people to hear, understand and believe the change carrying message especially if they don’t like what they hear. It is human nature to resist change and this is precisely the reason why they should be prepared beforehand. Prior communication may make the transition exciting or at least satisfactory. Change implementation is a foursome affair. First, there is need for the establishment and maintenance of the organization’s vision. When you know where you are going it is rare that you can get lost. Second, there is need to establish and maintain a realistic business plan which ought to be in sync with the vision. Third, communication needs to come in time to pass the synchronized organizational vision and business plan to the organization’s personnel. Finally, there is need for action so as to put into practice what has been communicated in the bid to exercise what is in the business plan which is in sync with the organization’s ultimate vision. Successful implementation of change can thus be seen to be represented by the following equation: Leadership + Vision + Communication + Action = Successful Change. The actions need to be measured and evaluated with the results being compared and deliberated upon. It is common knowledge that what gets measured gets done and anything rewarded gets repeated over and over again (Spector etal, 2007: pp. 156-8). Change can be discerned through finding out what people out there say about the organization. What is the organizational ranking out there? Does the organization need to do something to gain a competitive edge in the market? All these questions test the inevitability of change. Another way involves the challenging of all the organization’s products, services and policies in a bid to question their relevance to the present corporate, personal and market context. It is through questioning that you get to understand when change is necessary, how it can be communicated and implemented and how can the favourable results of the change on the organization’s performance measured. Change is often expensive especially when it involves technology. Technology changes fast and thus if any organization that needs to adapt needs to learn rapidly so as to keep up with the pace. Change is often triggered fro without the organization. Linkspan for instance needs to improve technology to keep up with the changing technology. The effect of technology in market enhancement can no longer be ignored. Further, most people have become technology oriented and are likely to choose a service provider who is technologically compliant that the one who is still struggling with indecision whether to embrace technology or not (Martel,1986: pp 45-54). As stated earlier, the first step in the implementation of change is the detailed review of the organization’s vision. Linkspan management needs to question the direction they are taking whether they are in line with the company’s vision. I believe that any company will have its vision focussing somewhere close to having an advantageous edge in the market. No organization sets a vision to make losses. The target is always making huge profits that will lead to the expansion of the organization. Once the vision has been internalized, the management needs to ask itself one very important question; is the intended change necessary? If so, how is the change likely to supplement the organization’s efficiency and performance? Is the change in sync with Linkspan’s ultimate vision, objectives and goals? Once all these issues are established, then it should be officially declared that the change is inevitable and the reasons warranting the change. These reasons and the inevitability of the change need to be recorded. The next step will be an in-depth study on how the change is likely to affect both the strategic corporate and personal components of Linkspan. Study how the change is going to affect the market, the employees, the organization’s expenditure and income, the shareholders, the customers etc. In short measure and evaluate the effects of the change on every party. Once the measurement and evaluation of the effects of the change has been made, it is necessary to carry out the speculation of the cost of the change. The speculation must factor the costs of employee layoffs, the cost of pay increments for those that remain based on the skills that they will be trained on and the market rates, the cost of training and professional development processes, the cost of the technological component of the change such as the new cranes, integrated bridge systems, autopilot, refurbishments, the cost of other loading and unloading equipment updates etc. In general, the full cost of the change process need to be speculated and this needs the involvement of professionals to carry out the speculations in each sector of the change. These professional speculators need time to carry out a detailed research. Once they have all submitted there reports i. e. he personnel pay rise and lay off speculation report ( featuring effects of the change on each class of employees rating them from the most affected to the least affected by the change, the number of personnel to be laid off, and those to be retained, lay off packages based on positions of employees, pay rise for the remaining staff based on additional training and responsibilities, criteria for the layoff and retention process and its legality and the time frame for the layoffs) , the technological investment plan report (featuring the cost of the new technology equipment and the labour for the installation of new and overhaul of the old technology, refurbishments etc, the best service provider and their charges and the time the process is likely to take), projection report on how the change is likely to add the company’s profitability and efficiency and how it is likely to enhance the company’s market position. This should feature a comparative approach where the major competitors are studied and analyzed to determine the market advantage the change is likely to offer the organization (Drucker,1995: pp. 96-103). Once all the reports have been submitted, the management of Linkspan need to take time, study them and the recommendations and thus determine the total cost, legality and time span of the change process. The company’s capability of funding and sustaining the change process shall also need to be evaluated to establish a conclusive decision of whether to carry out the change or not. If the decision is yes then the management needs to go ahead and start communicating the lurking change to all the stakeholders. As stated earlier, the communication needs to be repetitive consistent and above all very clear. After a blanket communication, the specific phase of communication phase follows. This phase involves communication of the change effects to specific groups of personnel. Start with the most hit and tell them the possible effects the change is likely to have on them. The company’s plan to compensate them, train them, motivate them e. g. through pay rise etc. Give each group time to respond and let the emotions run. Change is emotional. The management needs to be keen to give convincing reasons for the inevitability of the change. State that the company’s interests are higher than any personality. State examples of other companies that have done so and the legality of the process based on the reports. Note the acceptance or denial of the layoff or pay rise packages and consider the victims proposals offered immediately or later. They might not offer the proposals immediately because the message may still be devastating especially for those to be laid off. There is need for professional counselling to enhance speed acceptance of the change process. Remember to communicate to these employees the time span of the change process to enable them feature this into their personal financial, social or even psychological schedules (Sanderson, 1995: pp. 178-190). The end of communication to all stake holders marks another session of review of all the recommendations with a committee whose members are drawn from each division of the organization harmonizing the paperwork of the change process and briefing all the stake holders of the status of the change process. The committee has the mandate of identifying the changes noted between the reports recommendations and the actual status. Harmony is then established through deliberative meetings between the management and the affected parties. The review ushers in the actual implementations at the expiry of the notice offered. Actions should be carried out in such a way that the organizations activities don’t grind into a halt. For example, the layoff needs strategy. Do not yet layoff personnel required before the change process is over. Start with those that are not needed immediately the change implementations start. The refurbishments and fitting of the technological equipment should start with tendering process considering the service providers recommended in the report. Consider their quotations and compare with those quoted in the reports. Consider the quality even though it is still important for the process to be cost effective quality inclusive. The tender winner needs to start working immediately. The winner needs to understand that link span need not stop operations and thus should work within the schedule given by Linkspan. The carriers need to be refurbished and fitted with the technological equipments in shifts say maybe four at a time (Spruyt, 1990: pp 200-7). Those employees belonging to the first batch of the carriers that need to be laid off, trained etc need to be subjected to the appropriate exercise as their carriers get to be worked on. After all the batches have been worked on, then Linkspan needs to communicate to the customers for the second time the completion of the upgrading process. For the second time because it is necessary that they are alerted first before the upgrading of the carriers (through a press release) about the limited services to be rendered due to the lurking upgrading. Launch the new fleet and newly trained and new packages together with a farewell party for those laid off. It is important to consider a possible increment of prices of the new services to be offered and if tenable, then communicate them at the launching party and later through a press release The workability of the change needs to be reviewed from time to time say annually. This is specifically important as a way of noting the parts of the process that are not working and the possible remedial measures to be taken. Remember that, always, the most successful companies thrive on change and Linkspan need not be an exception.

The workers in Blantyre had an opportunity to promote their interests after they were inspired by Dr Banda. Another study is devoted to Syria. Political movements, social and economic changes in the life of this country are taken into account by the author of the study. A great interest of the historians to this country has been shown starting from 1960s. As a rule, development of Syria has been considered in terms of a cultural context. Habeas corpus is considered to be one of the most fundamental guarantees of personal liberty that we cherished as a country since the inception of our Constitution. However, debates have arisen regarding the proper use of habeas corpus making the focus be brought back in the past decade. Since September 11, 2001 terrorist attack on the United States, many people have been detained by the U. S. government as part of its war on terror. Many of these detainees face indefinite detention and have not yet been charged with a crime. The right of Habeas corpus overrules man’s interpretation and allows those accused federal and state court representation before a judge, or jury. The accusers deemed innocent until proven guilty, they have the right to representation, and appear in person for the charges brought forth. The purpose of this paper is to show how Habeas corpus came about, and its suspension by the United States. Also, the war on terror will be addressed along with the Supreme Court’s interpretation. Learning the history of Habeas corpus and how it works, allows us to see just how these laws are supposed to be carried out from our Constitution and not to be reconciled with. Habeas corpus is a judicially enforceable order issued by a court of law to the prison official ordering that a prisoner be brought to court so it can be determined whether or not has been lawfully imprisoned or should be released from custody. The right of Habeas corpus is the constitutionally bestowed right of a person to present evidence before a court of law, showing that he/she has been wrongly imprisoned. Habeas corpus is granted in Article l of the Constitution which states, â€Å"The Privilege of the Writ of Habeas Corpus shall not be suspended, unless when in Cases of Rebellion or Invasion the Public Safety may require it. (Farrell, Iowa College) Habeas Corpus Petition is a petition filed with a court when someone objects to his own or another’s imprisonment. The petition mush show that the court ordering the imprisonment made a legal or factual error. The laws are put forth for a fair trial and freedom from laws passed after the fact. Ultimately, they protect us from the whim of those powers, and distinguish a government of laws from government of men. The historical evolution of Habeas corpus born from the Magna Carta, known as the English Bill of Rights, began in England in the early 1200s. King John of England initiated long drawn out wars against people. Growing tired of King John’s lack of leadership, concerned for the citizens they decided to come up with the Magna Carta which would limit the amount of power his Monarchy had. By means of fear and violence the Baron’s forced the King to accept and acknowledge the agreement that would honor the constitutional rights, privilege, and the greater protection of the people. Upon signing it meant that it would be null and void forever. (Harringer, K.  J, 2011) The Magna Carta states, â€Å"no free man shall be taken or imprisoned or diseased or exiled or in any other way destroyed except by the lawful judgment of their peers or by the law of the land†. (Obban, 2011) Habeas corpus was unknown to many civil law systems in Europe. European civil law systems generally favored authority from the top down whereas Angelo-Saxon common law tends to favor the individual. The Angelo-Saxon common law comes from England, after the English Civil War and the beheading of King Charles l in 1649; it led to establishing a clear position between King and citizen. Therefore, all the confrontation of top to bottom civil law principles continuously kept yielding with the ancient but law of the land. As a feature of common law, the right of Habeas corpus reflects the age old contest between individual and the state. Habeas corpus empowers the individual in holding accountable the exercise of the states power to influence liberty. Our founding fathers were well aware of the Magna Carta, and its astonishing abilities to be something great especially James Madison who was the primary architect of the American Bill of Rights. Greatly influenced by the potential of the agreement, James Madison began his own interpretation. James Madison borrowed heavily from Article 39 of the Magna Carta which limited the legislative power. Madison was a key player in growing that particular article into the Bill of Rights. It was through Magna Carta and our founding fathers interpretation of that article that the American courts used and still use today when interpreting the rights of enemy combatants. (Halliday, 2011) September 24th 1862 Lincoln issued a proclamation suspending the writs of Habeas corpus nationwide and specified whose rights would be suspended. All traitors and rebel militias against the U. S. shall be subject to martial law and liable to trial and punishment. (Longley, 2012) In 1866 after the American Civil War had ended the Supreme Court officially and fully restored Habeas corpus throughout the entire nation. That would not be the first time a president would suspend the writ of Habeas corpus. On October 17, 2006 President George Bush suspended the right of Habeas corpus by determining that certain persons were in fact â€Å"enemy combatant† during the Global War on Terror. It came about from before the September 11, 2001 terrorists attacks, hundreds of people have been detained by the United States government as part of its war on terror at locations such as the Guantanamo Bay Naval Base in Cuba and Bagram Airfield in Afghanistan. Most of these detainees have faced indefinite detention and have neither been charged with a crime nor afforded prisoner of war Status. Many of these prisoners have sought out to use Habeas corpus proceedings to challenge the legality of their detention. However, the government decided that their status as â€Å"enemy combatants† outside of the sovereign territory of the United States. In 2004, the United States Supreme Court determined that non-citizen detainees at Guantanamo Bay were entitled to file habeas corpus petitions in federal courts. Congress subsequently made a political determination as to the appropriate scope of habeas corpus and passed legislation that stripped federal courts of jurisdiction to hear Habeas corpus petitions brought by enemy combatants. However, the ruling was shortly overturned which led to President George Bush signing the law of suspending the right of habeas corpus. President Bush’s action drew severe criticism, mainly for the law’s failure to specifically designate who in the United States will determine who is and who is not an â€Å"enemy combatant†. Both presidents received sharp criticism for carrying out what many believed to be an attack on the Constitution. President Bush suspended writs of Habeas corpus through his support and signing into law of the Military Commissions Act of 2006. The bill grants the President of the United States almost unlimited authority in establishing and conducting military commissions to try persons held by the U. S. on the Global War of Terrorism. In addition, the Act suspends the right of â€Å"unlawful enemy combatants† to present, or to have presented in their behalf. On June 12, 2008, the Supreme Court ruled in Boumediene v. Bush, 5 to 4 that Guantanamo captives were entitled to access the U. S. justice system. Justice Anthony Kennedy wrote in the majority opinion: The laws and Constitution are designed to survive, and remain in force, in extraordinary times. The Court also ruled that the Combatant Status Review Tribunals were â€Å"inadequate†. Chief Justice John Stevens joined Kennedy in the majority. Chief Justice John Roberts, in the minority opinion, called the CSR Tribunals the most generous set of procedural protections ever afforded aliens detained by this country as â€Å"enemy combatants†. The Supreme Court ruling responded by Vincent Warren (executive director of the Center for Constitutional Rights) actions. The Supreme Court has finally given the men held at Guantanamo the justice that always deserved. By granting the right of Habeas corpus, the Supreme Court recognizes a rule of law that was established hundreds of years ago. This 6 year long crisis is a lesson on how fragile our constitutional protections truly are in the hands of very persistent executives. The role of presidents is a very hot topic throughout history on how they will act when the occasion arises with war on terror. I believe that many presidents have abused their power in the past against the Constitution and have taken measures into their own hands. The role of the president is one of the hardest occupations out there since they decide on our fates of the future and our lives. Habeas corpus and the president’s role as commander-in-chief has to be terrifying when faced with the decision on what to do on situations of dealing with â€Å"enemy combatants†. Therefore, every president wants to carry out the Constitution, but when faced with protecting our Nation it would seem unbearable. I agree that Congress should be able to deny or overturn the president when it comes to Habeas corpus so that not just one person is deciding the fate of others. Also, the Supreme Court should be the decision in the middle for a tie breaker so everyone gets the hearing that is deserved as fair and not unconstitutional. I do have concerns when it comes to our country war on terror because this is my nation and I want to protect it also. However, everyone has the right to a fair trial and is innocent until proven guilty; we also need to stick to the laws that our founding fathers intended for us so that the government cannot bend the rules on situations. HISTORY The cause of acid rain is mainly due to industrial pollutants. Acid rain was first reported during the Industrial Revolution in England in 1852.A Scottish chemist by name Robert Angus Smith discovered the same. [Briney A, 2001]However the term ‘Acid Rain’ was coined in the year 1972 by the scientist in his book,†Air and Rain: The Beginnings of Chemical Climatology â€Å".Awareness towards acid rain started to increase rapidly among people from then on. The Politics of Advertising America has become the epitome of the free enterprise ideal. Mass production, mass media, mass promotion. Efficiency and economic choices have become so central to American culture that the very fabric of who we are is determined by it. This difference in culture from the rest of the world is readily visible in the way in which American corporations do business: with a focus on efficiency and quantity as opposed to refinement and quality. Advertising, the mass promotion of mass produced products, has become the primary mode of communication and education in today's world. The result of a continued drive, at every level, for more material wealth, mass promotion has evolved into an art that invades every sector of American life and affects the way in which television and print media, as well as film and politics are run. These structures help to shape the way in which we all live our lives, and to shape the way in which American culture has and will evolve. Advertising-the art of "selling it"-pervades America's various industries, and helps to shape the way in which basic institutions many assume to be unbiased operate. Many assume that the influence of advertising is obvious in television, and it is perhaps this assumption that makes the in fact very subtle but complete influence of advertising on television media so dramatic. Television commercials are indeed rather obvious on the surface, but their influence runs much deeper than the 30 second slot allotted them in between scheduled programs. History of SAARC The concept of setting up a regional co-operational in the South Asian Region was first mooted by the late President of Bangladesh, Ziaur-Rahman on May 2, 1980. Before this, the idea of regional cooperation in South Asia was discussed in conferences of Asian Regional conference, New Delhi in April 1947, the Baguio Conference in Philippines in May 1950, and the Colombo Power Conference in April 1954. urther in the late 70s, SAARC nations agreed to create a trade bloc consisting of South Asian countries. The idea of regional cooperation in South Asia was again mooted in May 1980as a result, the foreign secretaries of the seven countries met for the first time in Colombo in April 1981. The Committee of the Whole, which met in Colombo in August 1985, identified five broad areas for regional cooperation.New areas of cooperation were added in the following years. Hence the South Asian Association of Regional Cooperation (SAARC) was created in 1985 with eight member countri es in SAARC namely Afghanistan, Bangladesh, Bhutan, India, Nepal, Maldives, Pakistan and Sri Lanka. It also has nine observers, namely China, EU, Iran, Republic of Korea, Australia, Japan, Mauritius, Myanmar and USA.The objectives of the Association as defined in the Charter are: * to promote the welfare of the people of South Asia and to improve their quality of life; * to accelerate economic growth, social progress and cultural development in the region and to provide all individuals the opportunity to live in dignity and to realize their full potential; * to promote and strengthen selective self-reliance among the countries of South Asia; * to contribute to mutual trust, understanding and appreciation of one another's problems; * to promote active collaboration and mutual assistance in the economic, social, cultural, technical and scientific fields; * to strengthen cooperation with other developing countries; * to strengthen cooperation among themselves in international forums on matters of common interest; and * to cooperate with international and regional organisations with similar aims and purposes. The principles of SAARC are: * Respect for sovereignty, territorial integrity, political equality and independence of all members states * Non-interference in the internal matters is one of its objectives * Cooperation for mutual benefit * All decisions to be taken unanimously and need a quorum of all eight members * All bilateral issues to be kept aside and only multilateral(involving many countries) issues to be discussed without being prejudiced by bilateral issues Economic Agenda of SAARC The main economic agenda of SAARC include: ) SAARC Preferential Trading Agreement (SAPTA) The Agreement on SAPTA was signed on 11 April 1993 and entered into force on 7 December 1995. The Agreement envisaged promoting and sustaining mutual trade and economic cooperation within the SAARC region through exchange of concessions. b) South Asian Free Trade Area (SAFTA) The Ag reement on SAFTA was signed on 6 January 2004 during the Twelfth SAARC Summit in Islamabad. The Agreement entered into force on 1 January 2006. c) South Asian Economic Union The Eleventh Summit (Kathmandu, 4-6 January 2002) provided further impetus to the regional economic cooperation to give effect to the shared aspirations for a more prosperous South Asia.At the Summit, the leaders agreed to accelerate cooperation in the core areas of trade, finance and investment to realise the goal of an integrated South Asian economy in a step-by-step manner. They also agreed to the vision of a phased and planned process eventually leading to a South Asian Economic Union. Economic Profile of the SAARC Member Countries In Afghanistan, real domestic product (GDP) is estimated to have reached 13. 9% in FY2007, owing to a strong recovery in agricultural production. Industry and services recorded dynamic growth of 13. 3% and 12. 4%, respectively. Construction was the main driver of industrial growth . In Bangladesh, GDP growth in FY2007 (ended June 2007) stood at 6. % underpinned by steady expansion in manufacturing and continued buoyancy in services, on the base of rising domestic and external demand. Secretariat of SAARC The Secretariat of SAARC is located in Kathmandu has been established on 16 January 1987 inaugurated by Late King Birendra Bir Bikram Shah of Nepal headed by a Secretary General. The Secretary General is appointed by the Council of Ministers from Member Countries in alphabetical order for a term of three-years assisted by the Professional and the General Services Staff, and also an appropriate number of functional units called Divisions assigned to Directors on deputation from Member States.The Secretariat has been entrusted with the function of coordination and monitoring the implementation of activities, arranging for meetings, and serveing as a channel of communication between the Association and its Member States as well as other regional organizations. T he setting up of SAARC Secretariat involved inking a Memorandum of Understanding between the Foreign Ministers of member countries on 17 November 1986 at Bangalore, India which contained various clauses concerning the role, structure and administration of the SAARC Secretariat as well as the powers of the Secretary-General. Regional Centres of SAARC There are various regional centres established by SAARC Secretariat in member states so as to ensure smooth working of the SAARC functions.The regional Centres covering Agriculture, Tuberculosis, Documentation, Meteorological research, and Human Resource Development have been established in different SAARC capitals: SAIC (Dhaka, 1998) STC (Kathmandu, 1992) SDC (New Delhi, 1994) SMRC (Dhaka, 1995) SHRDC (Islamabad, 1999) SCC (Kandy, 2004) SCZMC (Male, 2004) and SIC (Kathmandu, 2004). In addition, three new regional centres covering Culture, Coastal Zones Management, and Information are being established. The country hosting the Summit also holds the Chair of the Association. Bangladesh hosted the Thirteenth Summit in November 2005 at Dhaka as the Chairperson of the Association. India will host the Fourteenth SAARC Summit in 2007 as its Chairman.South Asia’s regional cooperation, international political and economic environment, poverty alleviation, advancing economic cooperation, funding mechanisms, security of small states, combating, terrorism, social, natural disasters and environmental challenges as an agenda for third decade of SAARC was also discussed in the Thirteenth Summit. Enhancing people-to-people contact and cultural cooperation, political cooperation and external linkages of SAARC was also discussed. Its functions include formulating policy, reviewing progress of regional cooperation, identifying new areas of cooperation and establishing additional mechanisms that may be necessary.The Standing Committee comprising Foreign Secretaries, monitors and coordinates SAARC programmes of cooperation, approves projects including their financing and mobilizes regional and external resources. It meets as often as necessary and reports to the Council of Ministers. The Association also convenes meetings at Ministerial Level on specialized themes. The Committee on Economic Cooperation consisting of Secretaries of Commerce oversees regional cooperation in the economic field. During the Twelfth Summit in Islamabad, the SAARC Social Charter was signed in order to address social issues such as population stabilization, empowerment of women, youth mobilization, human resource development, promotion of health and nutrition, and protection of children, which are keys to the welfare and well-being of all South Asians.South Asian States have adopted Conventions on the Suppression of Terrorism (including Additional Protocol signed in January 2004 in Islamabad), Narcotic Drugs and Psychotropic Substances, Trafficking in Women and Children, and Child Welfare in South Asia. An Agreement on Food Security Reserve is also in place. During the 12th SAARC summit held in Islamabad the leaders of South Asia reiterated their commitment to form South Asian Economic Union (SAEU). If for med, it will pave the way for more ambitious — but entirely achievable — goals such as a Free Trade Area, an Economic Union, open borders, and a common currency for the region. For strengthening cooperation in information and media related activities of the Association, the Heads of National Television and Radio Organizations of member countries meet annually. Similarly, the SAARC Audio-Visual Exchange (SAVE) Committee disseminates information both on SAARC and its Member States through regular Radio and TV Programmes. In the field of education, the Member States cooperate through the forums of SACODiL (SAARC Consortium on Open and Distance Learning) and Heads of Universities Grants Commission/Equivalent Bodies.Memoranda of Understanding have been signed to promotecollaboration with UNCTAD (United Nations Conference on Trade and Development), UNICEF (United Nations Children’s Fund), UNDP (United Nations Development Programme), UNESCAP (United Nati ons Economic and Social Commission for Asia and Pacific), UNDCP (United Nations Drug Control Programme), ITU (International Telecommunications Union), APT (Asia Pacific Telecommunity), WHO (World Health Organization), UNIFEM (Untied Nations Fund for Women), CIDA (Canadian International Development Agency), EC (European Commission), PTB (German Metrology Institute), WB (World Bank), ADB (Asian Development Bank), UNAIDS (Joint United Nations Programme on HIV/AIDS) and SACEP (South Asia Cooperative Environment Programme). Regular dialogues with other Regional Organizations such as ASEAN (Association of South-East Asian Nations), ECO (Economic Cooperation Organization) and PIFS (Pacific Islands Forum Secretariat) are held with a view to promoting cooperation among sub-regional organizations.The Association promotes interaction on multilateral issues of common concern to its members and has identified areas in which collective positions could be projected at international forums. These i nclude trade, finance, environment, agriculture, women and children, information and telecommunications. Beyond official linkages, SAARC also encourages and facilitates cooperation in private sector through the SAARC Chamber of Commerce and Industry (SCCI), which is a SAARC Apex Body. Other such bodies are SAARCLAW and South Asian Federation of Accountants (SAFA). In addition, the status of SAARC Recognized Bodies has been accorded to professional groups in South Asia including Architects, Management 138 http://www. nihcr. edu. pk Pakistan Journal of History & Culture, Vol.XXVII/2 (2006) Development Institutions, University Women, Town Planners, Cardiologists, Dermatologists, Teachers, Writers, Insurance Organizations, Diploma Engineers, Radiological and Surgical Care Societies. The Association of Speakers and Parliamentarians enjoy special recognition by the Heads of State or Government. Achievements Several factors such as political, economic, security and potentiality of mutual e conomic benefit through regionalism seem to have influenced President Ziaur Rahman’s thinking about establishing a regional organization in South Asia. 15 SAARC’s existence, however, has enabled South Asian political leaders to meet regularly and carry on informal discussions to address their mutual problems.This is no mean achievement given South Asia’s past history and low level of interaction among South Asian countries since their independence. Informal talks among the leaders at regularly held SAARC meetings have led to inter-elite reconciliation on many sensitive issues, producing some noteworthy results in South Asia. The informal talks between the Indian and Pakistani Prime Ministers at the second SAARC Summit meeting at Bangalore in November 1986 led to the diffusion of tension between the two countries on the issue of India’s military exercise, Operation Brasstacks, on the Indo-Pakistan border, and the India-Sri Lanka talks at the 1987 SAARC for eign ministers’ meeting led to their accord on the Tamil problem.As a result of an informal meeting and discussion between Prime Minister of India and Pakistan, Narasimha Rao and Nawaz Sharif, at Davos (Switzerland), in 1992, the Pakistani government took action to prevent the move of the Jammu and Kashmir Liberation Front (JKLF) to cross the ceasefire line in Kashmir later that year. The Davos meeting was possible because of an earlier informal agreement between the two leaders at the sixth SAARC Summit meeting at Colombo in December 1991. Given this utility of SAARC, can the organization grow or expand its role in the coming decades? The Heads of State or Government during the Ninth SAARC Summit agreed for the first time that a process of informal political consultations would prove useful in promoting peace, stability, amity and accelerated socio-economic cooperation in the region. The leaders reiterated this intent during their Tenth and Eleventh Summits in Colombo and Ka thmandu respectively also.The Agreement on SAARC Preferential Trading Arrangement (SAPTA) was signed in 1993 and four rounds of trade negotiations have been concluded. With the objective of moving towards a South Asian Economic Union (SAEU), the Agreement on South Asian Free Trade Area (SAFTA) was signed during the Twelfth Summit in Islamabad in January 2004. SAFTA may enter into force by the end of the year 2006. The Association has carried out Regional Studies on trade, manufactures and services, environment and poverty alleviation, SAFTA and Customs matters. Since its inception in 1984 there have also been serious differences among member countries over the aims and functioning of SAARC. 6 Such differences have been pronounced in verbal bickerings in several SAARC meetings. This is in the face of the fact that closer social, economic and cultural ties (the espoused ideals of SAARC) are considered the one and only hope for building regional cooperation efforts in South Asia in the coming years. Indeed, increasing rationalization of world trade and the fluidity of the emerging global system has increased trade within each trade bloc and those countries that do not belong to any trade blocs are likely to be the losers. 17 This also provides a strong rationale for sustaining the SAARC vis-a-vis future trade prospects of South Asia.The assumption that peace can be achieved through SAARC without addressing the political problems of the region has neither een able to cultivate peace nor to invigorate the SAARC process successfully. Bhutan’s real GDP in FY2007 (ended June 2007) is estimated to have grown by 17. %. This was driven by growth in power sector (with a GDP share of 11. 3% in FY2006) resulting from the commissioning of the 1,020 megawatt (MW) Tala hydropower station, which has been phased in sin ce July 2006. In India, the impressive economic performance of the past few years continued with real GDP growth at 9. 0% in 2007-08, as compared to 9. 6% in the previous year. The real GDP of Maldives grew by 6. 6% in 2007, reverting to its historical growth path after the post-tsunami contraction in 2005. Tourism, the leading sector with around one-third share of GDP, grew by 10. 0%. Real GDP growth of Nepal moderated to 2. 3% in FY2007 (endedmidJuly 2007) from 3. 1% in FY2006, resulting from subdued performances of agriculture and industry. Real GDP growth of Pakistan continued to remain strong for the fourth consecutive year registering a growth of 7. 0% in FY2007 (ended June 2007). During 2007, Sri Lanka continued to register strong real GDP growth of 6. 7%, as compared to 7. 7% in 2006. Trend in Foreign Trade and Trade Policies SAARC’s Global Trade During the year 2000 to 2006, the total exports of SAARC countries have increased from US$ 63. 5 billion to US$ 161. 4 bill ion. The total imports of SAARC countries also have increased from US$ 79. 5 billion in 2000 to US$ 255. 3 billion in 2006.Among the SAARC countries, India led both in terms of exports and imports, followed by Pakistan and Bangladesh. Intra-SAARC Trade Total intra-SAARC exports have increased from US$ 2. 8 billion in 2000 to US$ 10. 8 billion in 2006, registering nearly a four-fold rise during the period. As a result, intra-SAARC exports, as a proportion of SAARC global exports, have risen from 4. 5% in 2000 to 6. 7% in 2006. Intra-exports of the SAARC countries were dominated by India, followed by Pakistan and Sri Lanka. The total intra-SAARC imports have also increased more than three-fold from US$ 3. 0 billion in 2000 to US$ 9. 6 billion in 2006. Intra-SAARC imports ere dominated by Sri Lanka, followed by India. Figure 2 depicts the trend in intra-SAARC trade (exports plus imports) vis-a-vis trend in SAARC’s global trade. A comparison of the trends would highlight the buoy ancy in intra- SAARC trade especially after 2003, as compared to SAARC’s global trade. Trade Policies Trade liberalisation in South Asia started with a series of sweeping reforms in Sri Lanka in 1977/78. For the rest of South Asia, the 1980s and 1990s saw substantial reductions of tariffs and phasing out of quantitative restrictions (QRs), along with liberalisation of the exchange regimes. Developments in SAARC Trade Integration SAARC Preferential Trade Agreement SAPTA) was signed at the seventh SAARC summit in 1993, in Dhaka. The agreement provides a framework and institutional base for trade liberalisation and economic cooperation between the seven SAARC member countries. The agreement provides for the exchange of concessions between SAPTA members on tariffs, para-tariff and non-tariff barriers. It envisages four basic approaches to the exchange of trade preferences: (1) product-by-product; (2) across- the-board; (3) sectoral; and (4) â€Å"direct trade† measures. So uth Asian Free Trade Agreement (SAFTA) extends the scope of SAPTA to include trade facilitation elements and switches the tariff liberalisation rocess from a positive to a negative list approach. Foreign Direct Investment in the SAARC Region Private capital flows to South Asia was largely driven by India, which received the majority of capital flows to the region. The total FDI inflows into the SAARC region have increased from US$ 5. 6 billion in 2000 to US$ 22. 3 billion in 2006. FDI outflows from the SAARC region have increased from US$ 350 mn in 2000 to US$ 9. 8 billion in 2006. India’s Trade and Investment Relations with SAARC Trade Relations India’s exports to the SAARC region increased from US$ 2. 8 billion in 2002-03 to US$ 6. 5 billion in 2006-07 (Figure 3). An analysis of the trend in India’s exports to the SAARC region during the period 2002-03 to 2006-07 reveals that, while exports to all the SAARC members have registered a rise, India’s exports to Pakistan, Afghanistan and Nepal have exhibited distinct buoyancy. While India’s exports toPakistan registered a six-fold rise during the five-year period, exports to Afghanistan and to Nepal also rose three-fold and two and half-fold, respectively, during the period. India’s imports from the SAARC region have also risen from US$ 531. 5 mn in 2002-03 to US$ 1. 5 billion in 2006-07, depicting almost a three-fold rise during the period. Sri Lanka is again the leading partner, accounting for 31% of India’s to tal imports from the region during 2006-07, followed by Pakistan (21%), Nepal (20%), Bangladesh (15%) and Bhutan (9%). The robust rise in India’s total imports from the SAARC during the period 2002-03 to 2006-07 has been underpinned by the sharp ncrease in imports from Pakistan, Sri Lanka, Bhutan and Bangladesh. India generally maintains a positive trade balance with the other SAARC member countries, and the trade surplus have risen from US$ 2. 3 billion in 2002-03 to US$ 5. 0 billion in 2006-07. Investment Relations The total foreign direct investments (approved) from India to other SAARC countries amounted to US$ 312. 8 mn during April 1996 to December 2007. Among the SAARC countries, Sri Lanka (US$ 153. 1 mn) was the major destination of Indian investment followed by Nepal (US$ 87. 2 mn). During January 2005 to December 2007, 33 joint ventures (JVs) and 42 wholly owned subsidiaries (WOSs) have been pproved in the SAARC countries. Out of this, 1 JV was approved in Afghanist an, 7 JVs and 8 WOSs were approved in Bangladesh, 2 JVs in Maldives, 2 JVs and 6 WOSs in Nepal, 1 JV in Bhutan, and 20 JVs and 28 WOSs in Sri Lanka. Areas of investment approved include engineering goods, electrical equipments, pesticides, readymade garments, cables and wires, plastic & plastic products, rubber products and textiles. Total investments of SAARC countries to India have amounted to US$ 11. 7 mn during April 2000 to February 2008. Among all the SAARC countries, Sri Lanka was the largest source of FDI with US$ 8. 5 mn during the period, followed by Maldives (US$ 3. 1 mn).The investment flows between India and Sri Lanka have increased mainly after the implementation of India Sri Lanka Free Trade Agreement (ISLFTA). Exim Bank in the SAARC Region Export-Import Bank of India (Exim Bank) operates a comprehensive range of financing, advisory and support programmes to promote and facilitate India’s trade and investment relations with the SAARC region. In the SAARC region , the Bank has supported several Indian project exporters to execute contracts in countries such as: _ Hydroelectric project (Tala project), tunnel house, and dam construction in Bhutan; _ Road improvement projects, railway construction and maintenance, gas turbine power plant project, lectrical substations, cement plant project, transmission line project, and conveyor belt project in Bangladesh; _ Steel, local telephone network, transmission lines, sub-stations, out door LED video system for cricket matches, and diesel fired power project in Sri Lanka; _ Transmission lines and substations, optic fibre cable project, hydro electric projects, and irrigation projects in Nepal, and _ Air-conditioning & electro mechanical work at Male Airport in Maldives. The Bank, in order to help Indian companies in their internationalisation efforts, provides term loans to them, both for equity investment in their ventures overseas. Besides, Exim Bank lso undertakes direct equity stake in Indian vent ures abroad, to enable Indian companies to supplement their equity with Exim Bank’s contribution. To facilitate Indian presence in the SAARC region, the Bank has supported joint ventures by Indian companies in several sectors, including: _ Pharmaceuticals, steel and glass sectors in Sri Lanka; _ Electrical sector in Bangladesh, and _ Engineering goods and textile sectors in Nepal. Exim Bank extends Lines of Credit (LOCs) to overseas financial institutions, foreign governments and their agencies, enabling them to finance EXIM BANK ORGANISES SEMINAR ON REGIONAL ECONOMIC & FINANCIAL COOPERATION IN ASIAExim Bank of India organised a Seminar on ‘Regional Economic and Financial Cooperation in Asia' on October 5, 2005 as a curtain raiser for the 11th Annual Meeting of Asian Exim Banks being held from October 5-7, 2005 in Goa. The Forum of Asian Exim Banks comprises 9 Asian countries, viz. India, Japan, China, Indonesia, Korea, Malaysia, Philippines, Thailand and Australia with Asian Development Bank, Manila, the multilateral financing institution as a permanent invitee. The Forum has an Annual Meeting hosted by a member country by rotation. The Forum was conceived and initiated by Exim Bank of India in 1996. After a decade, Exim Banks of India is again hosting the Annual Meeting. Hon'ble Chief Minister of Goa, Shri Pratapsingh Raoji Rane was the Chief Guest and inaugurated the Seminar. Other dignitaries who spoke at the Seminar included Mr. T. The seminar was attended by the members of the Asian Exim Banks Forum at the highest level, special invitees, a cross-section of the industry and the academia. In his welcome address, Mr. Subramanian highlighted the growing importance of the Asian region in global trade and investment with Asia accounting for 27% of world trade.He, observed that intra-Asian trade at US$ 625 bn (42% of total exports of Asian countries) was not commensurate with the potential that exists for trade flows among the Asian economies and is much lower than intra-EU and intra-NAFTA trade. Mr. Subramanian also highlighted the sharp rise in Indo-China trade in the past few years catapulting China to become India's largest source of imports and 3rd largest export destination. Giving the theme address, Dr. Nagesh Kumar underscored the significance of regional cooperation among the economies of Asia, particularly considering that the region is home to the fastest emerging economies of the world. Besides sub-regional initiatives in the framework of ASEAN, SAARC and others, broader economic integration initiatives are under way.He argued that there is a strong case for ASEAN, Japan, China, India and Korea working together to realise the Asian dream. Congratulating Exim Bank of India for initiating a decade back, a Forum of Asian Exim Banks to forge stronger regional economic cooperation among the Asian countries, Dr. Ashok Lahiri in his keynote address noted with interest the wide range of issues to be covered at the 11th Annual Asian Exim Banks meeting. While underlining the importance of regional cooperation, Dr. Lahiri cited the example of ADB's initiative of the Greater Mekong Subregion in which six countries entered into a programme of subregional economic cooperation to enhance economic relations among themselves. Dr.Lahiri also explained the Government of India's initiatives, particularly the ‘Look East' policy, to forge stronger ties with the Asian economies for promoting trade and investment. Commending the Asian Exim Banks community for creating a forum for economic cooperation and sharing of knowledge, S hri Pratapsingh Rane, Hon'ble Chief Minister of Goa hoped that the Forum would suggest policies that would provide fillip to states/regional level, economic growth in the larger context of intra-Asian economic cooperation.
